The mightiest association has been repeatedly insisting on their website that AIGETOA activists are the reasons for delay in promotions. They are writing that court case in Ernakulum is the main reason for non happening of the promotions. They are insisting that had this court case not been there, BSNL would have executed the promotions way back. They are even hinting that those filing court cases should be punished. We would like to know from them, what should be the punishment for those who marred the promotions for BSNL recruits for years. Who put the career progression of BSNL recruits into back burners and jeopardized the careers of thousands & thousands of BSNL recruits. What should be the punishment for delaying the CPSU hierarchy for a decade and now advocating for the same when it has lost its relevance. We would also like to ask them what should be the punishment for withholding LDCE promotions for years. It was the efforts of AIGETOA which could break this bottleneck and only thereafter around 12000 executives were promoted within a month.
The deafening cries on their website say the true story. Time and again they have been taking the name of AIGETOA and its members and stating that promotions have been stopped because of the court cases. But in the process they have forgotten that it was them (the so called mightiest) who misguided management to do the opposite of the court direction and face the contempt. In their hurry to execute the promotions for some and deny the chances to BSNL recruits, they forced management to partially execute the court order. If they felt that the Ernakulum Judgment is coming on the way of promotions, why they adopted the shortcut, why they did not asked management to appeal in higher court, why they did not asked management to ask for clarification petition in High Court at that time. With the partial execution of the order, they closed all doors for possible relief from higher courts.
Now they are giving sermons for pragmatism. While forgetting that pragmatism should have been exercised on 14th June 2018 when instead of giving partial promotions, they should have gone for filling up all the available vacancies. Now they are behaving like I have eaten your pie and now you distribute the leftovers amongst all. When Management was planning to execute the list 8, they raised the demand for parity for inclusion of list9 and now they accepted that management should go for partial execution of the lists for Vacancy year 2004-05 as in vacancy year 2005-06, BSNL recruits will be there. This is their idea of pragmatism. If they call this pragmatism, we can never be pragmatic.
They take pride in denouncing those who fight for their rights. We cannot denounce those who fight for their rights. Yes, it's a truth that contempt petition is a big headache and nobody will ever want such situation to occur. But height is that those who created this situation are now preaching sermons and showing sympathy. Management also, instead of realizing the fact that real culprits for this contempt to happen are those who ignored the timely advices from AIGETOA, those who ignored the contempt notices from advocates, those who kept their higher ups in dark. Action should be taken against them.
It appears that some corners which are hell bent on stopping the career progression of BSNL recruits are working overnight to derail the prospects of promotions. They instead of forcing the management to fill up the complete vacancies are guiding them opposite and requesting the management to put the whole promotion aspects in jeopardy forever. They have been continuously and consistently knocking all the doors of management to defame AIGETOA, instead of executing promotions, they are busy in collecting information about the office bearers of AIGETOA with whom GS interacts and for how long.
To some extent they have succeeded in defaming AIGETOA in front of management. Some actions from HR section suggest this. However, we are not perturbed because of this. Our association's foundations stone is ethics and we cannot compromise on that.
With these contrary actions of the so called mightiest association, reversal of those who have been promoted cannot be ruled out. We hope while boasting and justifying the stand, court does not direct for something adverse for those who have already been given promotions in contravention of the court orders. Till date Pragmatic approach has been followed by the deprived lot but when it takes a U Turn, nobody knows what will happen. We sincerely hope that AIGETOA will not be blamed for anything adverse for those who have already been promoted.
We also take this opportunity to congratulate all those BSNL Recruits who have been watering the gardens of these mightiest associations, as their contribution is very well utilized by their leadership. They have succeeded in confusing management in JTO to SDE promotion and management is now thinking to go for clarification petition which is just intended for delay, nothing else. We congratulate these BRs for getting the success in ensuring that list 8 does not happen, list 9 is not notified. After all, your contribution plays a major part in strengthening their hands. We also congratulate those BR corners, who instead of making BR platform strong have opted for the contrary.
Saying that, we once again reiterate our firm resolve to ensure that burning issues of BSNL recruits gets resolved. Till it does not happen, neither we will rest nor will we allow others to take rest.
An important and emergency meeting with CGMT Kerala was held at Circle office Trivandrum on 08/08/2018. CGMT and GM (HR/Admin) was there from management side and our association was represented by CP Sri Gireesh , CS Sri. Saheer & CFS Sri. Ansal.
The meeting lasted for more than one hour and the discussion and assurances from management side was positive.
The various Agenda points like change in allotment of BA & issuance of transfers for two year completed cases were discussed in detail. Administration agreed that all executives who completed 2 years as on 31/7/2018 will be considered for transfers and orders will be released soon. Further on pointing some unhealthy initiatives which happened in Palghat earlier, started at Thrissur also without conformance to any norms. CGMT assured us that necessary directions will be given to BAs to consider equal approach with all executives without any biased approach.
The matter of participation on Various meetings by our association was discussed in detail. It was informed to us that being the young and energetic BSNL recruited officers lot, our association need to support management in this cut throat competition era and Kerala circle is looking forward for many initiatives which is much needed. CGMT assured us that the needful measures will be taken with regard to the contention raised by AIGETOA Kerala. The matter of long standing particulars in JTO cader -2018 was discussed along with transfers and incoming Rule-8 requests. We requested that the executives who have worked long years apart from the families should be given priority with due consideration and Rule-8 incoming cases may be considered as per theier choice. After detailed submissions, administration agreed that the cases will be taken care as and when arises with due consideration to the maximum extent possible.
Furthermore , the matter of ongoing APAR and VC clearance for SCF promotions ( JTO to SDE) was discussed and it was intimated to association that as some of the details are missing mainly for Rule-8 incoming JTOs, the details need to taken care so as to submit the data to corporate office.

Further the team had meetings separately with GM( HR/Admin), DGM ( HR/Admin ) and various sections on different matters. We had taken the matter of PVRs of Mutual request cases with sections and request for early expeditions on the same. Later the team visited various sections at Circle office and met our members to have direct interaction.
The events spanned an entire day and meetings happened in a positive note and AIGETOA is committed to take up the real issues of BSNL & BSNL Recruits as always.
It was repeatedly being emphasised that Ernakullam Judgement only talks about JTOs recruited after 2000 and Corporate office also issued JTOs promotion stating that list before year 2000 was undisputed. This exercise should have been done earlier by BSNL CO before issuing the promotion orders. Now when Hon'ble court has established the contempt, BSNL CO is working in reactive mode. All timely advices given by AIGETOA has been ignored and they went ahead with the promotions of Part list.
We have suggested to fill up all the vacancies and also that all eligible JTOs should be promoted and for that if some vacancies are needed, they should be upgraded. Let's see if good sense prevails in all corners...
Friends, last few days, we have been consistently meeting management and pushing forward the promotion issue. Discussions have been held at the level of Director HR, Sr GM establishment, GM Pers, OSD and Joint GM Pers. We have been able to impress upon them that promotions will have to be executed for BSNL recruited executives also and sooner it comes better it is. We have emphasised upon the need for filling up all posts of SDEs till current date, we have requested management to consider list8 in totality. We have requested management to finalise the list 9 as per provisions of SDE RRs in the Rota Quota ratio of 2:1 between SCF and LDCE. Our efforts have borne fruits. HR group has held many meetings in last few days to sort out the issues related with JTO to SDE promotions, execution of list 8 and feasibility of further lists. We are very sure that our efforts will succeed. We request members to have faith and patience. Justice may have been delayed but it will definitely come good for us.
The JTO Gradation list particulars of JTOs till YOR-2008 is sent from Circle office ( after updation of corrections received) to Corporate office. The same was achieved through the continued followup of AIGETOA Kerala team. The special efforts by our ACS Sri. Vipal, ACS Sri. Prasadraj, TVM ADS Sri. Sathyajose, Abin JTO etc are really appreciated.
Again this is happened to be another example for BSNL Recruits, to realise who is working for US. Some credit mongering corners who were actually against this DPC promotions were silent till 25/7/18 and when the list was prepared, they are forced to update for selfish reasons and some gimmick followance. We hope that once again the thinking BRs will not fall to prey for membership mongers and make sure that our support will not be further utilised for wrong doing against BRs Career , Pay and Pension prospects
The Herculean Task of Collecting AIEL Data is almost complete
(The Efforts of AIGETOA Bears Fruit- Within a span of 20 days, we have been able to collect data from almost all circles)
During our discussions with HR group on the issue of promotions of JTOs to SDEs, it was projected that collecting AIEL information will take 5-6 months - Both by HR unit and the corners advocating the CPSU hierarchy, citing delay in preparation of AIEL. However, AIGETOA told that we will arrange this data within 20 days.
AIGETOA took it as challenge and today we can proudly announce that Pers Section is in receipt of AIEL data from all circles barring a few who are going to submit by 30th July 2018. It involved mammoth efforts from all including officers from Personnel Section, CHQ Coordinators from AIGETOA, Circle office bearers of AIGETOA, All the BSNL recruits fraternity and HR/admin sections of various circles. Despite, obstacles and contrary updates from even the beneficiary groups we have been able to complete this task well within time. All those involved in this exercise deserve big thanks and applauds on behalf of all those whose careers were at stake. This proves the power of BR unity. AIGETOA extends its heartfelt gratitude to all specially Shri Vivek Kumar Singh - I & II, Shri Yogendra Kumar, Shri Sunil Gautam, Shri Sridhar, Shri S K Pathak, Shri B K Mehta, Shri Hari Shankar Tiwari, Shri Prashant Gaurav and other team members coordinating on behalf of AIGETOA CHQ with various circles. AIGETOA also extends its heartfelt thanks to all circle office bearers. AIGETOA is also thankful to Shri Moorthy of Personnel section, who ensured that data is prepared in correct format so that preparing final list will not take much time. This list preparation exercise may appear small work, but it has taken tremendous efforts on the part of everybody and at the end it has been ensured that within one month, all data has reached BSNL CO and that too in uniform and correct format which will help in final list preparations, belying all the wrong Projections and mis-information floated by others that this exercise may take 5-6 months. The work for Assessment report is also being completed and we are sure that with this zeal and Enthu, the same will reach BSNL CO within next few days.
While AIGETOA and its team has been busy collecting the data, others have been busy in conveying the unhappiness of management over the genuine fight being undertaken by some BSNL recruits for their rights. We fail to find a single update on their website conveying the status of data (which used to be a familiar happening when others promotions were on stake). Instead of concentrating on the aspects related to promotion, they have been busy in projecting wrong data, negative reports, mis-interpretation of Ernakulum High Court Judgment, and so on...At least now BSNL Recruits should open their eyes and align under the umbrella of Unity.
Friends, don't get confused by the tantrums of some knowledgeable few as ultimately truth prevails and wins...The crux of Hon'ble Kerala High court's Judgment is that seniority is to be prepared by assigning Inter-Se-Seniority in the integrated eligibility list of JTOs for promotion to the post of SDE taking into account their actual date of appointment and date of promotion certainly, subject to their respective seniority in the concerned appointment order/promotion orders and the rule of rotation of quotas. Honorable court has clearly stated, how Inter-Se-Seniority is to be fixed (Based on date of Appointment/Promotion)..how Intra Seniority within DRs and PRs is to be fixed (Based concerned appointment order/promotion orders and the rule of rotation of quotas).We hope, the intelligent do understand the significance of words "Respective" and "Rules of Rotation of Quotas".
Even after such clarity, and subsequent analysis of the Judgment by Hon'ble CAT bench, some corners still prefer to call the Judgment ambiguous and lacking in clarity, Just to prove One-Up-Man ship. They want it to be dragged to Hon'ble SC, so that promotions of BSNL Recruits remains stuck up Just to prove that their supremacy and for that they are willing to mar the career aspects of all BSNL recruits By their so called intelligence, they have already put Management in a tough Spot and they again want management to be put up in same spot...
WE ARE SURE MANAGEMENT AT LEAST NOW WILL REALISE THE TRUTH and Will Take Corrective Action and come up with the promotions of BSNL recruits. LET US CONCENTRATE ON OUR JOB and SUCCESS will definitely be ours.
Vacancy Calculations - Some Fact Files - We leave it for Executives across various cadres to understand :
As against reporting by Some, AIGETOA has submitted vacancy calculations and number of posts required to promote executives in various cadres.
For promotion up to 2010, sufficient posts are available and only current vacancies as on date to be included. More number of posts can be created as sufficient posts are obsolete in JTO Cadre. This will cover all eligible DRs as well as PRs for promotion. Ending the litigations and court cases in promotions. Promoting DR JTOs to SDEs will eliminate the risk for contempt of court.
For List 9, complete 5000 to be included, as LDCE and SCF to be included in ratio 2:1. List 9 is not yet finalised and this need to be done after making corrections. The proposal of amendment of SDE RR with 2:1 from retrospective date was already approved by management committee. Any list in the cadre of SDEs going to be finalised now need to be done in 2:1 ratio as approved by MC of BSNL Board i.e. They should be amalgamated at Par with LDCE executives of corresponding vacancy year in the ratio 2:1. Eligible SDEs who are in E4 Scale with same vacancy years should be considered by giving relaxation in Residency Period for AGM promotion if required and this will be in line with the SDR RR in force. The promotion should be done through amalgamated list containing SCF as well as LDCE promoted executives.
Total number of AGMs Shall be around 9900 after inclusion of List 8 which is inline with what was envisaged through CPSU. In CPSU, All list 8 executives except around 1500 were eligible for promotion on 01.07.2018. IF CCH would have been approved from 1st July 2018, around 8500 AGMs would have been there. Promoting List 8 candidates will enable young candidates with age around 40 at AGM level posts which will end up the void at Middle Level Management. Only 1500 executives are to be promoted extra which can be duly compensated as around 800-900 AGMs are going to retire in next 9-10 months. Further executing list 8 fully will cover the hon'ble court direction with regard to catch up rule also. It will end the Catch Up rule dispute.
Includes JAOs appointed in 2003-04. The promotion is under challenge by those appointed in 2003-4 and there is stay because of catch up rule. If all up to 2003-4 be considered, Dispute will be resolved. Further with promotion of 2003-04 JAOs, talented and professionally qualified CAOs will take charge who have been mainly maintaining the Finance related works at circles.

Almost every day AIGETOA was following the progress and completion works of Circle list. We were given through assurance that everything is going good and almost complted. On Monday 23/7/18 we were informed that only approval for sending the list is pending and this will ready by Wednesday.
Meantime some counterparts also behaved to make some followups suddenly and now to our dismay, a list of 60+ executives details yet to update. This is a clear disobeyance of corporate office directions and change of commitments to us.
Anyway on warfooting we are trying to complete the work by today and requested early intervention from CHQ for this deliberate delay due to the internal tactics from some corners.
AIGETOA Kerala raised some important issues related with FTTH Roll-out /Provisions and Maintenance with CGMT, BSNL Kerala Circle.
Click here for the letter submitted. The lethargic approach in the period of cutthroat competition already made heavy revenue loss in Kerala Circle, in last year. We are of the firm view that the proactive approach in true spirit will surely will improve the profit ways in Kerala Circle
AIGETOA was called today by GM (Pers) to present its view on the issue of parity in promotions. We categorically mentioned that as far as practicable there should be parity in promotions in all the streams. However, this parity in promotions should not be used as tool to delay the promotions of other stream.
On the issue of promotions from JTO to SDE, AIGETOA categorically mentioned that all available vacancies as on date should be filled up for all the eligible candidates. All the vacancies including those arisen due to recent SDE to DE Promotions should also be included so that maximum available candidates can be promoted. If needed, some posts can be upgraded.
SDE to DE promotions: Complete list 8 should be covered. Partial List is not at all acceptable. For list 9, consideration should be based on Rota Quota between SCF and LDCE candidates. The list 9 should immediately be prepared in line with the SDE RR in the ratio of 2:1 between SCF and LDCE candidates.
Relaxation should be given in Residency Period to cover maximum candidates for both the Technical as well as Finance stream to compensate for the loss due to delay in promotions from JAO to AO and JTO to SDE. Focus of management should be on making maximum young candidates as AGM so that void in middle level management can be done away with.
Shortfall in posts should be covered by surrendering the obsolete posts across various cadres so that more posts can be created on matching saving basis.
Further, CPSU should only be implemented after completing the current DPCs and promoting all eligible candidates. Further, in the proposed policy, Residency Period should be reduced to eliminate the probability of litigations and to ensure a fast career path for youngsters.
AIGETOA was categorical in stating that promotions through DPCs for filling up all the available posts should be done to avoid financial loss as well as uncertainty in promotions, then only CPSU should be implemented.
On asked about the course of action from management side, GM PERS told that they shall be taking a decision within next two days and the same shall be communicated. In the meanwhile, it is learnt that one of the Association is trying to exercise all its might and bargaining power to push management to notify CPSU. However, AIGETOA is firm in its view that existing posts should be filled up first before implementing CPSU. AIGETOA will take all efforts to extend the promotions to BSNL recruits and is ready to follow all actions.
GS also discussed the issue of request transfer cases of SDEs promoted recently through LDCE. GS said that when management itself has called for options for request transfer as a part of promotion exercise and all the requests have already been forwarded through proper channel, then asking the request once again through proper channel is not justified. GS requested to consider all the requests as they are very few in numbers. GM Pers agreed to reconsider based on the merit of the individual cases. We shall keep following this till it happens.

It is reliably learnt that a caveat was filed by the BSNL Recruit JTOs at Hon Supreme Court for 1:1 judgement by Hon HC Kerala.This may help in defending the sinister designs by some corners to stall the ongoing promotion works / the contempt petition effects.

To the total dismay of BSNL Recruit JTOs, all on a sudden, some sections invented that some clarity lag on seniority fixation or rather creating purposeful ambiguity to delay the entire process. The move was unfortunate at the same time irrational and against thousands of BSNL recruits ( DR JTOs and LICE JTOs ) who aspire to get their claim on SCF promotions. Hon Court directed on the clarity of interpolation of excess Promotees who occupied JTO vacancies in excess of PR Quota w.r.t direct recruit JTOs, which in turn mutually beneficial to DR JTOs and BR LICE JTOs in the equal line.
We request to those who create confusions, to have a thorough reading and interpretation of judgement, failing which we can help them out. The blockade of career progression / promotions of BSNL recruits which have been happening for years should not go any forward. We can understand the desperation, as JTO to SDE DPCs & List 8 DPCs are on the go where majority (more than 90%) clearance would be BSNL recruits.
The same tactics was used for the pay parity issue taken for post 2007/08 batches. Despite knowing the fact after JTO RR-14 (which they themselves agreed to E1 scale) joinees will be eligible for E2 scale to the maximum , the management�s move for anomaly fixation was derailed by quoting the whole lot and in turn nothing happened till now. AIGETOA is into legal fight for pay anomaly correction & standard pay scales from that time. We are very much sure, with active and pragmatic support from all, we will be able to clinch this issue also.
The same tactics were, when BRs were to get SAB from at least w.e.f 1-1-2007, quoting financial implications and it took much time to recoup the starting point for BSNL recruits towards pending Superannuation benefits. AIGETOA is into legal fight for pending SAB & Medical benefits for BSNL recruits from that time.
Now again touching the career aspirations of BSNL recruits, in a time - where all the seniors enjoyed the promotions, unnecessary confusion is totally unwarranted . AIGETOA is not against any promotions at the same time we will fight it out to the maximum extent against any move to derail the career progression of BSNL recruits. ENOUGH is ENOUGH and hope that the point is clear. The act which squarely affect industrial harmony may not be resorted into by any manner. We once again hope that the targeted intentions will be changed to pragmatic way and good sense will prevail.
