The need for a Group Medical Health Insurance for BSNL Employees is a serious concern which was raised by this association when financial crisis started effecting the medical reimbursement of employees badly and is pending for time long. There is also an imminent need to create a separate PRMB trust and fund manager for post retirement medical expenses pertaining to BSNL recruited employees as they will not be having the CGHS option for the medical reimbursement after retirement. For the working employees of BSNL suggested that if BSNL is not able to disburse medical claims on regular basis, it should engage, some external responsible government owned insurance company providing Group Mediclaim Facilities. This scheme if implemented will result in huge savings in terms of reduced predictable and budgeted expenditure on Medical Coverage & other resources expenditure for BSNL. The morale of the employees will boost up and there by contributing to increased productivity.
As far as the scheme for group insurance in force for employees of BSNL is a Group Term Insurance (GTI) and that too offered by LIC which is not a Group Health Insurance. Thus it is felt that management is either confused or misguided on any such scheme in force initiated from BSNL side. We out rightly rejected about continuance of some privately placed insurance scheme which is already under scanner and details are yet to be known. It may also be noted that neither the insurance policy document or details available in public domain nor the tax benefits/ receipts are given to beneficiaries of such scheme which itself cast doubts about its transparency.
Being the recognised representative executive association in BSNL, AIGETOA Kerala conveyed its open support to a Group Medical Health Insurance scheme under the banner of the employer ie BSNL through negotiation with Major Government owned insurance companies. Our association hope to have deliberations as deemed fit and is ready to provide the road map in this regard for the benefit of employees and shared some matters that need to be considered.
The inter BA Request Transfer order issued by Circle office today. This was one of the major submission from AIGETOA from taking over as the recognised representative association. As assured to this association almost all the cases were considered by the administration. Leftout cases will be taken care in due course of time. We express our heartful thanks to circle administration for considering our submissions. We are happy to see that all the executives are getting benefits from the efforts of AIGETOA and these are the changes we vouched for.

Our CS, ACS & VP met CGMT BSNL Kerala on 02/11/2020. We thanked Circle administration for sending the corrections in AIEL for DPC in time. Administration assured that the SCR also will be cleared from Kerala Circle in time. Further we have requested for the issuance of pending request transfers - for which CGMT assured that the same will be processed on November 5th and orders can be expected accordingly. We have appraised CGMT with regard to some corner's ill motive to displacement of JTO to SDE promotion expected candidates. We cannot accept such move which is against rules and even natural justice. There are many executives who have completed more than 20 year's of service in the same BA. CGMT informed us that there's no change from his earlier stand, that if inter BA displacement is inevitable, then it will be processed from long stay only.
Further we have pointed out some discrepancies which were included ( intentionally from the section which processed the same ? ) in the AGM LA volunteer letter. CGMT communicated that , he was not aware of such discrepancies and definitely he will look into and Will not allow any such ill intensions plotted if any. Our team met GM HR/Admin and DGM HR/Admin also and discussed the matters.
Inline with the formal minuted agenda meeting discussions with AIGETOA & Circle Administration on 28/09/2020, Circle office has issued clarifications to BAs with regard to forwarding of Outside BA transfer requests. Even though the matter seems to be simple, the same was an issue for many executives who were serving in different BAs till now and these long years many suffered, where by the transfer requests being withheld by the whims and fancies of controlling officer / like wise. Now with this a uniformity and transparency will be enforced throughout circle on forwarding of requests.
Transfer request need to be forwarded to Circle office within 30 days of receipt (Subject to the fact that the executive is served 180 days of service in the BA).
The minutes issued to AIGETOA may also be referred. We are thankful to our respected CGMT, GM(HR/Admin) & DGM(HR/Admin ) for issuance of clear guidelines on the same.
Circle office have issued the letter for Look after arrangements in the cadre of AGM/DE for a total of 80 vacancies. Options have to reach CO in the email ID of AGM HR Circle Office and to BA concerned.
In continuation with the same we have represented the following points with Circle administration viz
1. Representation of matters related with Malappuram BA (till the executive hold the post of Circle President)
2. Ensuring of DGM(adhoc) service at Malappuram BA till retirement
3. Proper Scrutiny on all financial approvals from Malappuram BA thereof
Inline with the discussions and submissions by AIGETOA, the request transfer lists in the cader of JTO/SDE pending at Circle office is published.

All are requested to go through the same and discrepancies may be intimated to DS/DP. For those executives mentioned with Whether Received through proper channel as NO, please ensure that the requests are forwarded latest by 1-11-2020 from BA administration to Circle office through email This email address is being protected from spambots. You need JavaScript enabled to view it. . If any requests are missed out / any requests are pending to be forwarded from BA, please contact for any help from AIGETOA office bearers in your BA. The reason why one particular association is not showing any interests in such matters now– can be very well be known by just seeing the HR numbers of request opted executives.
Even though this association was assured by circle management that transparency will be ensured in the case of processing transfer requests and other related matters, the recent lethargic attitude from circle office HR section is dubious. At one end the various assurances to the recognised association after the agenda meeting held on 28/9/20 is kept pending and on other end selective clearances are being made.
It is learnt that the Kerala counter part of one particular association who has failed to stop the forthcoming DPC promotions of JTO to SDE, are now vouching for inter BA displacement of executives at the time of promotion instead of effecting the same from long stay.
The shameless plan plotted by a proclaimed leader at the far end of service especially against the interests of BSNL recruited executives cannot be accepted by AIGETOA and we will strive to ensure that justified transparent methods are adopted in inter BA transfers. We requested the circle administration to effect the pending request transfers and other assurances inline with the last agenda meeting.
In connection with finalisation of AIEL particulars and updation of corrections/representations for holding of DPC for promotion to SDE(T) in SCF Quota, our Circle office team met AGM(HR), O/o CGMT BSNL Kerala to check the progress. It was informed that the HR wing is in process of collecting the details from different BAs and assured that the details will be sent to corporate office within stipulated time.
