Enquiry into the various lapses and wrongful acts of Recruitment Section and the agency associated with MT exam :

AIGETOA CHQ team today met GM Recruitment and GM SR and discussed on the discrepancies observed and various things which have been done by Recruitment Section in violation of the set rules and current procedures with regard to the current MT Recruitment. AIGETOA apprised the GM Recruitment of prevailing unrest in the minds of executives due to the preferential treatment given to some and leaving others which has put a huge question mark on the whole examination process. Time and again we have highlighted that this recruitment's is having motives other than recruiting middle level management. As per our assessment many candidates who have registered and could not pay fee due to various reasons have been denied their due rights by accepting the fees from some candidates beyond the last date. More over circulation of candidates list in social media with their Emails, mobile numbers, examination centres, registration numbers etc also requires enquiry from independent agencies. Various agencies contacting the candidates for coaching and question bank, many questions of mock test papers circulated by these agencies were found in exact replica in the main question paper emboldens our belief that some wrongful act is being executed and it appears that Recruitment Cell must have been involved in all such lapses which are surely done with wrongful intent. We are quite aware that the candidates who registered but could not pay fee are going to represent in large numbers. And such type of activities without any set rules and activities will definitely lead many to CVC and other agencies.

AIGETOA once again assures it's rank and file that our pursuit for promotions and enquiry against the lapses in ongoing MT exam will be on till we achieve justice.

Meeting with GM ( HR/Admin) wrt NoC issuance

Our association had took the matter of NoC issuance for those executives whose requests are kept pending / rejected on Cutoff date criteria. It was learnt that some clarification was sought from circle office in this regard. Today Our Circle team tried to get a meeting with CGMT but due to prior engagements of CGMT the same couldn't materialise. Further our team met GM (HR/Admin) with regard to the same and submitted our representation and concerns.

Status update on JTO to SDE SCF Promotions :

The due 1:1 promotions for BSNL recruits was made a stand still, due to the deliberate plans from some corners including management side. Now it seems a new credit mongering status update group is also born who till date has done nothing except for updating status and showing concerns in social media. As they have failed to make a breakthrough in garnering more membership numbers, they have started a smearing campaign against their own brothers who have put many thing on stake while fighting for the cause. Their main allegation is due to the contempt petition at Hon CAT, EKM the promotions are held up.

Infact Management was not ready to execute promotions for BRs in SCF quota from beginning itself. It was due to deliberations from AIGETOA and the contempt petition filed by some sufferers only, there is a ray of hope for promotions being still on.

Let's go with a fact file.

5th June 2018 - Hon HC, Kerala direction to execute from a finalised AIEL/Promotions in 1:1.

14th June 2018 - Execution OA interim direction also gave clear instructions for the same judgement operative part.

15th June 2018 - BSNL management in gross violation of both Hon Court directions, promoted only absorbed executives with backdated Year of Recruitment under pressure from some groups, even without fill-in up of available vacancies and without executing ST quota list.

22nd June 2018 - BSNL management, directly stated (in black & white) that they had no intention for further promotions in JTO To SDE after 2010-11 vacancies (We are in possession of documents obtained through RTI which clearly states this).

Meanwhile it was AIGETOA, made relentless pursuit to convinced management about the wrong moves and suggested for early compliance of order.

22nd June 2018 - The contempt petition was filed by the applicants, due to gross violation of Court directions.

25th June 2018 - Management started works for BRs promotions covering upto YOR 2008 .

28th - 29th June 2018 - Despite clear directions from higher ups, Personnel section was reluctant to initiate the DPC work. AIGETOA ensured that DPC work is initiated before 30th June with its pursuasion.

AIGETOA and it's Office bearers were in the forefront to complete eligibility particulars/APAR/VC compilation.

24th July 2018 - Contempt adjudged guilty on respondents after hearings.

The DPC works were done by management on war-foot phase and expected orders by December 3rd week itself then the issue of On merit/Own merit, which lingered the matter.

7th Jan 2019 - Since there was no corrective measures made by respondents till then, Hon Court directed to take action as per contempt act.

To complicate matter further, the entire matter is being misguided by some and the Review petition were filed, only to delay the promotions.

It may be noted that the reviews are filed by management, AIBSNLEA and some Members of SNEA.

Entire matter is posted to 25th March 2019 at Hon HC, Kerala - where legal remedy is expected.

In the meanwhile, one group who till date has done nothing except for making updations and big claims on their website, starts smearing campaign against the warriors who came forward and are fighting for it. They have forgotten the fact that because of Ernakullam case only, talks of DPC for 2007/8 batches begun else all were intending to put BSNL Recruits subject to CPSU policy which would not have been made operational because of issues associated with it. That was the only reason we wanted to get all the available vacancies filled up. Further, it is our efforts only that process of identification of Supernumerary JTOs have begun.

So every BR should understand that instead of demeaning the efforts, they should come forward and support AIGETOA endeavours.

The status of AUAB protest program was discussed in detail.
CS elaborated the present status on  SCF DPC Promotions, MT Recruitment,  E2/E3  Standard payscales,  SAB benefits from DoJ etc.

Meeting with GM ( HR/ Admin), CGMTO, Kerala

Our CS Sri. Saheer along wit ACS Sri. Vipal Prem  met Sri.Robin Poddar,  GM (HR&Admin) today for requesting the NoC clearance of BSNL recruits which is pending. Discussed about the recent guidelines issued and the situation before issuance of such order. GM assured that the matter will be looked at again and It is expected that the aspirants need to be more vigil on the matter.

Update on legal procedings on JTO to SDE SCF Promotions :

The charge sheet proceedings stay was heard at Hon HC, Kerala yesterday. The management side mentioned about the review petitions pending for hearing and Hon Court directed to hear all the petitions together and posted the same to 25/3/2019 along with Review petitions. It is learnt that the reviews are filed by BSNL, AIBSNLEA & some Members of SNEA.

These reviews were filed (despite the fact that), after a wrong implementation by the BSNL management by executing promotions on 15.06.2018, where the absorbee executives from DoT (including thousands of absorbees who got JTO promotions after BSNL formation with back dated YOR). Absorbed executives only promoted (even who were joined as JTO from 2001- 2014 as JTO) and not even a single BSNL Recruit JTO - against the very spirit for interim promotions of Hon HC judgment dated 05.06.18.

We can't find the rationale for the review/clarification on judgment which were not raised/not known to the management, when one side PRs promotions executed in an over night ?? The answer is simple, These 'N' number of review petitions are made simply to delay the justified promotions to BSNL Recruits through SCF quota.



Meeting with GM ( HR/ Admin)  on long stay list & pending relieving

Our Circle team led by CS, Shri Saheer along with ACS Shri. Prasad & Executive Member Shri . Aravind met GM ( HR / Admin) & DGM ( HR ) on 11/2/19 and discussed about Long stay list and  Pending relieving cases. We have pointed out the discrepancies in the SDE Long stay list also and GM agreed to consider the cases.  An annexure of executives  who worked / working in  tenure station like  Wayanad, Idukki, Lakhshdweep and other cases submitted for consideration.

Further it was assured that the ERP relieving of SDEs also will be executed by end of this week.

Meeting with GM ( HR/ Admin)

AIGETOA Circle Team met GM (HR&Admin) on 31-1-2019 and discussed about discrepancies in the provisional long stay list of JTOs /  SDEs & proposed implementation of request transfers. We could mention the points that need  corrections and further action within guidelines.

Further our team had interactions with circle office finance wing , with regard to delay on LIC,  PLI,  other loans,  PF etc. It is learnt that due to acute fund shortage and remedies to overcome this issue need to be sorted out as early as possible


Draconian MT Rule is out to destroy your career and growth in BSNL

A time to question your leaderships, wherever you are associated:


It is a matter of great concern for all right minded people that the MT Ghost is again out to destroy your already shrinking opportunities in BSNL. On one side, promotions for BSNL Recruits are not being given and on the other side, BRs are being pushed in DoT era again by the BSNL Management in connivance with the so-called recognized association to bulldoze your aspiration and motivation in this company. If you will go through the flashback, just recall how none of the JTOs/SDEs were even reaching to the post of Adhoc DET while people joining at ADT (today's MT) were reaching to apex of their career in DoT era. The current MT recruitment process is similar to that and is nothing but old wine in a new bottle. It is going to stop all your future avenues by snatching your right of promotion and giving it to the handful of external people looking to rule over you again by proxy setting.


We all know that this MT (Internal) can't be executed in standalone mode while MT (External) is the other part of same MT RR 2013.Management will definitely start recruiting MT (External) citing legal hurdles and non-availability of the candidates from the internal mode. The MSRR 2009 clearly directs preparation of STS Inter-se-seniority list in 1:1 format from gradation list of SCF DE (promoted from SDE/AO) and MT (External & Internal) for the purpose of DGM promotion i.e. 50 percent of the DGMs posts are to be kept reserved for MT quota. It is expected that a stage will soon reach when only DEs promoted from MT quota will occupy all top slots as was being done earlier in DoT Era. Once higher positions will be occupied by the MTs, it will force all the SCF DEs getting promoted from SDE/AO to stagnate at DET and rest at SDE level and superannuate from the very same post except for few lucky chaps. Are you happy with this development? Definitely No !!!


If you dig deeper into this, then the sinister design of the proclaimed corners will be more clearly visible. The first MT, if recruited this year, is going to become DGM either at the end of year 2026 or at the beginning of year 2027. So till 2027, all the DGMs post will be there in platter for the proclaimed ones (Only Senior Batches - Rest all will stagnate) with no takers from Fast Track quota. By that time, all the so called well wishers of the young blood will leave department and the one, who is going to remain in department, will be the BSNL Recruits and executives of later year batches of DOT.


So, Friends, this MT recruitment exercise is a process intended to kill the careers of all BSNL Recruit JTOs and all the SDEs belonging to List 8, List 9 and future lists. This is what, the so-called recognized representatives are doing to the executive fraternity and we all need to oppose it full throttle.


If BSNL Recruits and other executives want to come out of this never ending waiting list to be promoted beyond DE level, then only way is to ask for their "Rightful Internal Fast Track Promotion consisting of 50 percent of DE Level posts reserved for qualified , meritorious and performing candidates" (Earlier 2730 posts and now after 4200 more posts have been created, so ideally internal fast track quota should be of 4830 Posts and since 4200 posts have gone to SCF quota, therefore Internal Fast Track quota at STS should be 6930 (4200 plus 2730). Remember, MT is not a fast track promotion methodology but a new recruitment exercise, which envisages creation of a new cadre just like previous DoT era and will push the careers of all executives towards doomsday. We all will have to understand that without scrapping of MT RRs and MT Recruitment; internal fast track promotion methodology can never come. We all have to appreciate that at least 6930 Posts are to be made available to the meritorious, qualified and performingexecutives as per the provisions of MS RR in DE Level through Internal Fast Track mode and in the same ratio, DGMs and GMs post should be increased).


So, every executive must ask their leadership about the Possible factors and trade off for which their dreams and careers have been compromised and why the leaders have kept a tacit silence on this burning issue. Some have even gone to the extent of openly supporting management in this and are doing rounds to keep management informed about the new cases filed on MT and suggestions with regard to handling of the cases and completing the MT Recruitment process in a lightening speed.


AIGETOA has been fighting this MT menace since 2008 and successfully defended and will continue to do so but the others are weakening our fight to protect your right. However, we are firm on our vision, we will not allow this MT at any cost.

The next Circle Executive Committee meeting of AIGETOA Kerala will be held at Ernakulam on 9/2/2019.


Queries with regard to proposed MT Internal Recruitment received from members & BRs :

Queries with regard to proposed MT Internal Recruitment are being received from various members as well as BSNL recruits belonging to other associations. AIGETOA is very clear in its agenda that MT RR in its current form is envisaged to give birth to the greatest danger, which BSNL Recruited Executives can face in their Career and Pay prospects in the form of this MT Recruitment.

By the way of present MT Recruitment proposal, which is made as a lateral recruitment above JTO/JAO, executives have to face the following implications:

1. The career prospects of BSNL Recruits - will be stalled at SDE/DE level except for those meager MTs who can get recruited and that too only if internal MT is allowed. If current MT RRs prevail, with Internal exam, Year wise External Recruitment exam will also have to be held unless RRs are scrapped. So if any body justifies that only internal exam is being held and that will help career prospects, they are simply being befooled by their guides, nothing else. Later on Internal exam will be marred with litigations that will give a free hand to management for conducting external exams and kill the careers of BSNL recruits who are to go miles and miles in BSNL.

2. Every body should understand that MT is recruitment process and not a promotional mechanism as being projected by some over intelligent groups. This process will give birth to a new cadre, which ultimately will result into the Old DoT Era where none of the executives were able to reach to the STS level till retirement. So ultimately, most of the BSNL recruits will be forced to retire as SDE/DE. Nothing beyond that.

3. Of all the executives who are having more than five years of service left in BSNL, only BSNL recruits and few absorbed executives of later batches (Mostly 94-95 batch onwards) will be sufferers as all others have reached to AGM levels and are very safely placed.

4. MT Recruitment was envisaged to fill up 50 percent posts at STS level, which was later on changed to 25 percent. Remember, this 50 % Quota in STS is for the meritorious executives who are sufficiently qualified to reach the higher strata of their careers. AIGETOA has categorically demanded that MT RR should be scrapped and an Internal Fast Track promotional methodology should be implemented to fill up these vacancies. If MT Recruitment is held, chances for the implementation of this fast track methodology will end up for ever.

5. The long pending plea for JTO with E2 Scale and SDE with E3 scale will also get a set back as MT recruitment is proposed in E3 scale. So our Pay Scale case will also be affected with BSNL taking plea that they don't have any pay bands left to accommodate E2 and E3 for JTOs/JAOS and SDE/AO equivalent.

AIGETOA has always been a front-runner to ensure that Justified promotions are given to executives and recruitments intended to kill the careers of thousands and thousands of executives are made away with. AIGETOA is trying its level best to stop this recruitment and will follow all steps to nullify this recruitment process. Already external exams have been put on to hold due to efforts by this association and we are very sure that we will be able to withhold the internal exams also as they are not acceptable to us in its current form. Our Team is working on a war-footing basis to ensure an early end to this menace. The progress so far is quite encouraging. We are ready with our organizational action plan also which will be intimated within next few days.

In the meanwhile, there is apprehension amongst the executives, whether to apply for the exam or not, we suggest them to take their own call based on their personal choice. As far as stand of AIGETOA is concerned, we once again reiterate that we are dead against this MT recruitment notification and we will go to any extent to scrap this by any means.

Further details with respect to the proposed action plan shall be intimated very soon.


Meeting with GM HR, CO on January 15th 2019

Sri. Saheer CS, Sri. Gireesh CP, Sri. Prasad Raj ACS had a meeting with GM HR, Sri. Robin Podar in the evening of 15th January. 

Pending Transfer- Relieving issues, NOC issues of the members, Improper implementation of transfer procedures on some of our executives were discussed. GM assured he would look into those issues positively and necessary instructions would be given down the line.

The meeting went on to discuss  various other HR issues and recent developments on these. The meeting lasted about 40 minutes.
